Ministry of Education to launch major restructuring and streamlining in 2025

Vietnam’s education ministry will roll out structural reforms, streamline staffing, and launch key initiatives, including the Teachers’ Law and a preschool education program, in its ambitious 2025 agenda.

The Ministry of Education and Training (MOET) plans significant organizational restructuring in 2025 to streamline operations and improve efficiency.

At its 2024 year-end review and 2025 planning conference, MOET announced its commitment to restructuring its organizational framework, consolidating administrative units, and ensuring a more efficient allocation of human resources.

Key initiatives include reassigning civil servants and contract workers to align with the new structure, preparing for the integration of new units under the ministry’s management, and enhancing institutional effectiveness across the education sector.

Strengthening governance and preparing for transformative initiatives

MOET emphasized the importance of refining legal frameworks and policies to meet the objectives outlined in Conclusion 91 of the Politburo, which continues the implementation of Resolution 29 on educational reforms.

Speaking at the conference, Education Minister Nguyen Kim Son outlined major initiatives for 2025. Although not the beginning of a new five-year development phase, 2025 will see the launch of several significant projects.

These include implementing Conclusion 91 and the Education Development Strategy through 2030 with a vision to 2045, as well as planning the network of higher education and teacher training institutions and the system of specialized schools.

Additionally, if the Teachers’ Law is passed, 2025 will mark the start of its implementation.

The ministry will also focus on preparing for the rollout of a new preschool curriculum and summarizing lessons learned from the implementation of the 2018 General Education Curriculum. Preparations will also be made for the next phase of general education reforms.

Minister Son highlighted opportunities to attract investments from various sources, develop regional education plans, and implement large-scale programs and projects. Central to these efforts is the restructuring and streamlining of the ministry’s organizational framework.

Achievements in 2024 and plans for 2025

Looking back at 2024, MOET noted several successes, including increased support for teachers through salary adjustments and the allocation of over 65,000 additional teaching positions. Policies such as Decree 116 have also positively impacted teacher training enrollment.

Major accomplishments include the completion of the General Education Reform Cycle, the finalization of the Education Development Strategy through 2030, the planning of higher education and teacher training networks, and the systematization of specialized schools.

The ministry also prepared new initiatives, such as the upcoming preschool education program, to be launched in 2025.

As it transitions to 2025, MOET will continue to pursue comprehensive reforms, focusing on efficiency, modernized governance, and aligning with long-term educational development goals.
